Expectant mothers should know that you can start receiving payments in the early stages of pregnancy. One of these benefits is a benefit for those registered with a medical institution. up to 12 weeks, whose value in 2018 amounts to 628,47 rub. Based on Art. 1 of Law No. 67-FZ of May 30, 2001:

Where can I make a payment?

Depending on which category of recipients the expectant mother belongs to, she must apply for the assignment of benefits to the appropriate organization.

As a rule, to obtain this benefit, a certificate from the antenatal clinic or other medical institution about registration before 12 weeks of pregnancy is sufficient. To obtain this certificate, you must contact the antenatal clinic at your place of residence and register there. 1st trimester of pregnancy.

If your pregnancy is monitored by a personal doctor in a private clinic, you can register at this institution. The supervising doctor will issue a certificate of early pregnancy registration. Regional payments to women in early pregnancy

Due to the fact that the size of the one-time benefit for women registered in medical institutions in the early stages of pregnancy is small, therefore, in some regions of the Russian Federation, additional regional benefits for pregnant women are provided for social support of families.

This procedure was established in order to implement the order of the Moscow Government dated June 29, 2006 N 1200-RP “On conducting an experiment to introduce a preferential system of servicing pregnant women” (hereinafter referred to as order dated June 29, 2006 N 1200-RP)

1. General Provisions

1.1. Women - citizens of the Russian Federation, foreign citizens and stateless persons registered by the registration authorities at their place of residence in Moscow - have the right to a one-time benefit.

1.2. A one-time benefit is assigned to women (regardless of the fact of work, study or service) who, after July 1, 2006, before 20 weeks of pregnancy, are registered in medical institutions in Moscow.

1.3. The one-time benefit is assigned at the expense of the Moscow city budget in the amount established by the Moscow Government.

1.4. The bodies that administer the one-time benefit are the departments of social protection of the population of the districts of the city of Moscow (hereinafter referred to as the departments of social protection).

1.5. A one-time benefit is assigned if the application is made at any time after registration with medical institutions in Moscow, but not earlier than the 20th week of pregnancy and no later than 12 months from the month of birth of the child. In certain exceptional cases, when a woman applies later than the established deadline and submits documents confirming a valid reason for missing the application deadline, the Moscow Department of Social Protection of the Population, at the request of the social protection department, in each specific case, may consider the issue of assigning a one-time benefit.

1.6. A woman is also entitled to a one-time benefit in the event of a stillbirth.

1.7. Moscow medical institutions issue a certificate of the established form (appendix) no earlier than the 20th week of pregnancy.

2. Purpose of the benefit

2.1. An application for a one-time benefit is submitted personally in writing to the social protection department at the woman’s place of residence.

The following are attached to the application:

a) a copy of the passport, residence permit or other document proving the applicant’s identity, place of residence and citizenship;

b) a certificate from a Moscow medical institution in the established form regarding the registration of a woman up to 20 weeks of pregnancy after July 1, 2006.

2.2. When accepting an application, the information specified in it is verified with the applicant’s passport data. The application for the assignment of a one-time benefit is registered in the journal for registering decisions on the assignment of benefits.

2.3. The one-time benefit is assigned using the IS "Assignment and recalculation (benefits)".

The decision on the appointment is printed, certified by the signature of the head and the seal of the social protection department and filed together with the application in a separate personal file (subsequently, documents for other types of benefits and compensation for families with children are attached to it). After the head of the social protection department signs the decision on paper, the electronic version of the decision is approved, regulatory functions are performed to assign a registration number and individual transfer of information is carried out to the data bank of the persons served.

2.4. An application form for the production of a “Muscovite Social Card” is filled out in the IS “Muscovite Social Card”; if necessary, photographs are taken or the photograph is glued to the application form. The application form and application for transfer of benefits to Bank of Moscow OJSC are printed and signed by the applicant.

If the applicant has a valid “Muscovite Social Card”, an application for transfer of benefits to OJSC “Bank of Moscow” is filled out and information about this is sent to the State Unitary Enterprise “Moscow Social Register”.

In the application for transfer of benefits to Bank of Moscow OJSC, in the detail “What to transfer to a special card account”, the value 4 “one-time benefit” is indicated.

Information about the person being served is transferred to the Citywide Integrated Data Bank (hereinafter referred to as the IDB) of the Distributed Automated System for Processing Information on Social Protection of Moscow Residents (RASOI "Sotszashchita") on the day the application and necessary documents are received, but no later than the next day in the schedule for transferring information from the departments social protection established by the regulations for working with OIBD.

After assigning a personal number in the OIDB (the operation is carried out according to a schedule of 1 to 5 working days), the assigned personal number is entered by hand in the appropriate field of the questionnaire and in the application for the transfer of a one-time benefit to OJSC Bank of Moscow. The application form, along with a photograph, is submitted to the State Unitary Enterprise "Moscow Social Register" in electronic and paper form on the same day.

2.5. A prepared “Muscovite Social Card” with an open banking application, after delivery to the social protection department, is issued to the applicant. In the journal for registering decisions on the assignment of benefits and in the card issuance sheet, a note is made about the issuance of the “Muscovite Social Card”, with the signature of the recipient.

2.6. Information exchange on the issue of the “Muscovite Social Card” in accordance with this Procedure is carried out in accordance with the agreed regulations for information interaction.

2.7. Payment of a one-time benefit from the banking application of the "Muscovite Social Card" is carried out from a special card account of the applicant, which is opened in the Bank of Moscow on the basis of information data received in accordance with this document, in electronic form, generated on the basis of the application and application form submitted to social protection department.

Information about the opening of a special card account is transmitted via communication channels to OJSC "Main Information and Computing Center of Moscow" and is taken into account in the OIDB for the generation of appropriate payment documents within the framework of current regulations for information interaction.

3. The procedure for using the “Muscovite Social Card” to serve pregnant women

3.1. The "Muscovite Social Card" provides the right to purchase children's goods under a preferential service system in children's centers that have entered into an appropriate agreement with the State Unitary Enterprise "Moscow Social Register", or to receive cash at branches of OJSC "Bank of Moscow" within the amount established by order from 06/29/2006 N 1200-RP.

3.2. The “Muscovite Social Card”, issued in connection with the assignment of a one-time benefit, does not provide the right to free (preferential) travel on city public transport and commuter trains.

3.3. The issued “Muscovite Social Card” is used when processing one-time cash payments at the birth of a child, made at the expense of the Moscow city budget.

4. The procedure for conducting the experiment on the territory of the South-Western Administrative District of Moscow

4.1. During the second half of 2006, in the South-Western Administrative District of Moscow, an experiment is being conducted to provide preferential services to pregnant women and families with children, using the “Muscovite Social Card” when purchasing children's goods and receiving services.

4.2. As part of the experiment, women registered at their place of residence in the territory of the above-mentioned district can use a one-time allowance at the First Children's Trade and Development Center "Kelli" for preferential purchase of children's goods and to receive services by bank transfer on the basis of the "Muscovite Social Card".

4.3. The Department of Social Protection of the Population of the South-Western District of Moscow, on a monthly basis, before the 5th day of each month before the end of the experiment, sends to the Department of Social Protection of the Population of the City of Moscow (department of state benefits of the Department of State Pensions and Benefits) a report on the progress of the experiment in the following form:

Registration procedure

A social card for pregnant women in Moscow involves the following procedure for obtaining.

You visit the nearest city MFC with a previously prepared package of documents, fill out an application there in the presence of an employee. There are detailed instructions on the back of the form, so you can make no mistakes. A separate field is provided for your signature. At the MFC you will be photographed for free (instead, you can bring a ready-made 3x4 color photo).

Instead of visiting the MFC in person, you can go to the government services portal, register and log into your personal account. There, in the “benefits” section, you will need to fill out a standard form and attach all documents to it electronically. Remote registration will significantly save the energy and time of young parents.

You will need to take the tear-off coupon with you and keep it until the pregnant woman’s social card is in your hands.

The entire release process takes up to 1 month. When everything is ready, you will receive a personal bank account along with the plastic. You can get the SKB at the nearest MFC: you just need to provide the employee with an identification card along with a tear-off coupon.

List of documents

To receive a city one-time allowance into your account, you will only need to provide MFC employees with:

  1. Russian passport.
  2. A certificate stating that the mother was already registered with a doctor before the 20th week of pregnancy.
  3. SNILS.
  4. Medical policy.

One-time compensation payments and additional benefits will require more paperwork:

  1. Birth certificate. If you already had children, you will need to provide other evidence.
  2. Marriage certificate from the registry office.

Another significant innovation of 2018 was introduced by decree of Vladimir Putin new monthly payments up to 1.5 years in the amount of the subsistence minimum:
