On February 1, 2017, the insurance pensions of non-working pensioners will be increased by the 2016 inflation rate, which amounted to 5.4%. This was reported by Head of the Ministry of Labor Maxim Topilin.
“From February 1, 2017, the indexation of insurance pensions will be carried out in accordance with the inflation rate. Yesterday Rosstat published the consumer price index for the past 2016. This is 5.4%. From February 1, all insurance pensions will be indexed by 5.4%, ”Topilin said.
According to the minister, the law on the budget of the Pension Fund of the Russian Federation provides for the second indexation of pensions from April 1, 2017, but it will be small - 0.4%, taking it into account, the total indexation will be 5.8%.
As a result, in 2017, the average annual old-age insurance pension, taking into account the fixed payment in 2017, will amount to 13,657 rubles. Together with the insurance pension, the amount of the fixed payment to it will grow to 4,823.35 rubles, as well as the cost of the pension point - up to 78.58 rubles (in 2016 - 74.27 rubles).
In total, 7 trillion rubles will be spent on pension payments this year.
Will the pensions of working pensioners be indexed?
No, they will not do. As Topilin said earlier, there will be no indexation of pensions for working pensioners in Russia in 2017-2019.
How much were pensions indexed last year?
In 2016, the government decided not to carry out the usual indexation of pensions, but to replace it with a one-time payment of 5,000 rubles. In January 2017, all pensioners in Russia will receive this amount. The postmen will deliver the payment along with the January pension.

This generosity was associated with the start of raising the retirement age in Russia. Russian President Vladimir Putin then said in his televised address that "in the next 6 years we will be able to increase the old-age pension for non-working pensioners by an average of 1,000 rubles annually."

How much will pensions increase from January 1, 2020?
Elena Bibikova, Deputy Chairperson of the Federation Council Committee on Social Policy, announced plans to index pensions in an interview with Parlamentskaya Gazeta. According to her, from the new year 2020, old-age insurance pensions for non-working pensioners will increase by 6.6%. The size of the retirement point will increase to 93 rubles (now it costs 87 rubles 24 kopecks).

What indexation is planned for 2021-2022?
This is stated in the Basic Characteristics of the Budget of the Pension Fund of Russia (PFR) for 2020-2022.
The document also says that in 2021 the cost of the pension point will be 98 rubles 86 kopecks - an increase of 6.3 percent, in 2022 - 104 rubles 69 kopecks, that is, pensions will be indexed by 5.9 percent.
The Pension Fund of Russia will return to the indexation of pensions to the inflation rate for the previous year only in 2025. By this time, Russian pensions should have increased by about 6,000 rubles. Their average size is expected to be 20,306 rubles.

After calculating the indexation, the fixed pension will reach 4,823.35 rubles per month, and the cost of 1 pension point will be 78.58 rubles. Compared to 2016, its price has increased by more than 4 rubles.
The increased pension due to the enrollment of pensioners from February 1, 2017 will also affect federal beneficiaries - the monthly cash payment for them will increase by 5.8%.
How much will the pensions of working pensioners change?
Working pensioners who receive additional income, unfortunately, will be left with nothing in 2017, no recalculation of benefits is provided for them. This also applies to the next 3 years. Together with the insurance pension, the fixed payment (an analogue of the basic part of the pension) will increase by 5.4% and will amount to 4,805 rubles 11 kopecks for recipients of an old-age insurance pension on a general basis, and 9,610 rubles 22 kopecks will become a fixed payment in an increased amount for citizens who have reached 80 years of age, and disabled people of the 1st group.
As a result of the indexation in 2017, the average insurance pension in the Novosibirsk Region will be 13,191 rubles (an increase of 673 rubles), and the average size of the old-age insurance pension will reach 13,468 rubles 50 kopecks, an increase of 690 rubles compared to 2016.
Indexation will affect 753 thousand pensioners in the region (92% of all recipients of pensions in the region through the Pension Fund of Russia).
Thus, starting from February, the Russian Pension Fund will switch to the payment of all types of insurance pensions increased by 5.4%: for old age, for disability, and for the loss of a breadwinner to non-working pensioners. Working pensioners, in accordance with the current legislation, are paid pensions without taking into account indexation. Upon termination of employment, the pension will be paid taking into account all indexations carried out.
The ratio of the average size of the insurance pension in the Novosibirsk region after indexation to the size of the pensioner's subsistence minimum will be 159%, the ratio of the old-age insurance pension to the pensioner's subsistence minimum will be 162% (the pensioner's subsistence minimum is 8,300 rubles).
Over the past 5 years, the average size of labor (insurance) old-age pensions in the Novosibirsk region has grown by more than 4.2 thousand rubles.
The next increase in pensions is expected from April 1, 2017. It will increase in size social pensions and pensions for state support, taking into account the growth rate of the living wage of a pensioner in Russian Federation over the past year. The increase index will be established by a decree of the Government of the Russian Federation.
From August 1, the insurance pensions will be recalculated for working pensioners, taking into account the contributions that the employer paid for them in 2016.
From February 1, the burial allowance will also increase by the indicated index (5.4%). Its size will be 6,774 rubles 70 kopecks. This benefit is paid by the PFR authorities in the event of the death of non-working pensioners.
Also on the specified index (5.4%) there will be an increase in monthly cash payments (MAP) received by federal beneficiaries. The increase in payments will affect disabled people of all categories, war veterans, residents of besieged Leningrad, war veterans, "Chernobyl victims" and a number of other categories with a total number of 227 thousand people. The size of the monthly cash payment depends on which category the beneficiary belongs to, therefore the amount of the increase will be different. For example, the amount of monthly income for war veterans (if the social package is canceled) will be 3,790 rubles 57 kopecks, and 2,741 rubles 60 kopecks if all services are received in kind.
At the same time, from February 1, the cost of a set of social services will increase and will amount to 1,048 rubles 97 kopecks. The set of social services includes: the provision of necessary drugs for medical use on prescriptions for drugs, the provision of a voucher for sanatorium-resort treatment, if there are medical indications, free travel on suburban railway transport, as well as on intercity transport to and from the place of treatment.
An additional 368 million rubles will be allocated for the upcoming indexation in February by the PFR of the Novosibirsk Region. Expenses for the payment of pensions and other social benefits as a whole for February will amount to more than 10.7 billion rubles.
