In addition to List No. 1, the Decree also provides for List No. 2, where professions related to difficult working conditions are spelled out. At the same time, the legislation allows the summation of the period of work in the profession from the first list with the period of work in the profession from the second list.

Fundamental rules

Men who are counting on an early retirement pension must meet several criteria:

  • 10 years of continuous experience by profession from the list No. 1;
  • general work experience of at least 20 years;
  • age 50.

General work experience it is understood in total both length of service in a harmful profession and experience in other professions. Only in this case will a man be able to retire at 50, 15 years earlier than everyone else. Nobody takes the right to further work from him, however, along with wages he is entitled to preferential pension payments.

Women who are counting on an early hazardous pension must meet the criteria:

  • 7.5 years of continuous work experience (including periods of maternity leave) by profession from the list No. 1;
  • general work experience of at least 15 years;
  • age 45 years.

For citizens employed in professions from the established list No. 2, other criteria apply:

  • 12.5 years of continuous work experience for men and 10 years for women;
  • 25 years of general experience for men and 20 years for women;
  • age 55 for men and 50 for women.

In this case, the size of the preferential pension will be calculated taking into account the total length of service, based on the established norms.

Conditions for appointment


The Law "On Insurance Pensions" supplements all the conditions for entering early and preferential old-age pension with the presence of a minimum individual pension coefficient (IPC) - 30. The coefficient itself depends on the average salary and insurance premiums paid by the employer.

At the same time, the employer does not have the right to conceal the official income of a citizen from the Pension Fund, provide inaccurate information and delay the deduction of contributions. Accordingly, the higher a citizen's salary (meaning "white" income), the higher the individual pension coefficient.

Example

Insurance pension payments (they are also payments for harm to citizens who have reached the appropriate age) are calculated according to the general rules for calculating an insurance pension: the individual pension coefficient is multiplied by the cost of one coefficient.

For example, a person in a harmful profession earned an IPC in the amount of 150 points, and an additional 100 points for the total length of service.

The cost of one coefficient in 2019 is RUB 87.24.

That is, the pension will be: (150 + 100) * 87.24 = 21810 rubles.

A fixed payment to the insurance pension will also be added to this amount (in 2019 - 5334.19 rubles)

Additional tariff

Periods of work in hazardous and hazardous industries are included in the special length of service with the mandatory calculation and payment of an additional rate of insurance premiums to the Pension Fund of the Russian Federation. Currently, to retire to a paid old-age pension and receive certain benefits, it is necessary to have the following facts:

  • retirement age (for men at the onset of 60 years, for women - 55 years);

    • When can I contact the PF? The appointment of a pension occurs from the day of application, but not earlier than the day of the emergence of the right to it.   • There should be no vacancies on the exchange that correspond to the education, vacancy and qualifications of a person who has been laid off.

Citizens who have offenses that led to the termination of the appointment of social benefits (reduction of its size), or who have refused employment for suitable vacancies 2 times are deprived of the right to early assignment of a pension.

Rules for registration and appointment of early retirement pension

For a working citizen after dismissal
  • The employer is obliged to pay the employee severance pay within a 2-month period.
  • If during this time it was not possible to find a new job, payments from the former job are terminated, the citizen receives the status of an unemployed person and the right to receive benefits (if he independently registered with the Employment Center). For unemployed people of pre-retirement age

For unemployed people of pre-retirement age who have an insurance record of more than 20 years for women and 25 years for men, the payment of this subsidy may be extended. Each year, worked in excess of seniority, prolongs government support for 2 week.

Please note that if you are not a medical worker or a teacher, then you will be calculated a preferential pension only when you confirm that you worked in dangerous or difficult working conditions.

After calculating the length of service, check whether it complies with the provisions of Articles 30-32 of the Federal Law No. 400. If you have enough experience to calculate a preferential pension, you need to calculate how many pension points you have accumulated over the years of work. It is quite difficult to do this at home, since until 2015 there were no pension points as such.

If you still want to get a rough idea of ​​how many points you have accumulated, then try to take the rates of pension contributions that were in effect from 2002 to 2014 inclusive, calculate the insurance part of the old-age labor pension using the formula described in article 14 of the Federal Law No. 173 from 17.12.01

Next, divide the resulting value by the size of one retirement point in 2015. Add to the resulting value the points for non-working periods, which are also included in the length of service in accordance with Article 12 of the Federal Law No. 400 (childcare, periods of temporary disability, etc.) and points for periods of work starting from 2015 onwards. Remember that points must be calculated for each year separately!

Now multiply the total number of retirement points by the size of one retirement coefficient and get the approximate amount of the preferential insurance pension. Keep in mind that the resulting calculation will only reflect reality by 60%.

However, if you are still far from retirement, we recommend that you focus not on points, but on gaining the experience necessary to apply for a preferential pension.
