The economic support of law enforcement officers at all times was the most important, integral and paramount task. Over the course of 100 years of its activity, the economic service of the Ministry of Internal Affairs of Russia has gone through many transformations and reorganizations, but one thing has been and remains unchanged: the rear service is at all times one of the most important in the ministry, providing timely and comprehensive material and technical means to the units of the system of the Ministry of Internal Affairs of Russia. With the development and improvement of the internal affairs bodies, the significance of this area of ​​professional activity only increased in every possible way.

The rear of the Main Directorate of the Ministry of Internal Affairs of the Russian Federation for the city of Moscow operates in several directions. The structure of the service includes: Department of Logistics Support; Financial Support Center; Pension Center; Center for Information Technology, Communication and Information Protection; Federal State Institution "The Main Center for Economic, Transport and Service Support of the Main Directorate of the Ministry of Internal Affairs of Russia for the City of Moscow"; FKUZ "Medical and sanitary unit of the Ministry of Internal Affairs of Russia in the city of Moscow", as well as the corresponding specialized units at the district and district levels.

We know much more about those whose work is at the forefront of the struggle for the rule of law - about operational officers, district commissioners, criminologists and investigators. Against their background, the daily painstaking work of the rear service personnel seems invisible. But this is only at first glance. They instantly remember the rear services if something breaks down, transport is needed or there is not enough fuel, paper runs out, office equipment is out of order, a cartridge needs to be replaced, a light bulb burns out, a door lock breaks, or there are hundreds of other small or some large-scale problems associated with the functioning of all structural divisions of the police.

In their daily activities, employees of the rear services carry out the functions of operation, maintenance and repair of more than one and a half thousand buildings and premises of the capital's police, including those equipped with modern engineering and technical equipment and security systems. It provides uninterrupted operation and operation of electronic information and technical systems and communication facilities, as well as operation and repair of over 7 thousand units of various vehicles, sewing and issuing uniforms for 53 thousand employees of departments. There is a television studio "Petrovka 38", a printing house and an atelier. On the basis of government contracts, communication and automation complexes, organizational, computing and copying and duplicating equipment are serviced. For the convenience of employees and employees, the work of canteens and canteens has been organized, as well as a complex of personal services is being formed: a hairdresser's, dry cleaning, shoe and clothing repair. A specialized housing stock for nonresident employees for the period of their service is being created and operated, consisting of 442 residential premises of the federal form of ownership and 1203 residential premises owned by the city of Moscow. The structure of the logistics service is quite complex. How important is the role of the rear in the activities of the internal affairs bodies, and is it able to quickly, flexibly, quickly and fully solve current and future tasks?

Good question. First of all, I would like to note that the rear is capable, reliable, and it is able to solve any tasks set by the leadership of the ministry.

The modern structure was born out of the needs of life. Financial, economic, supply and other auxiliary activities in the Ministry of Internal Affairs of Russia are extremely important, although they play a subordinate role in relation to such functions as law enforcement and public safety. At the same time, auxiliary (supporting) activities, if they are carried out in an inappropriate manner, are capable of jeopardizing the implementation of the main tasks, for the solution of which certain subdivisions of the internal affairs bodies are created.

In the period 2011-2017, large-scale work was carried out to reorganize and reform the system of internal affairs bodies of the Russian Federation as a whole, including the rear services. And today, the leadership of the head office justifiably imposes increased requirements for the logistic support of all divisions of the metropolitan police. And the rear service, in turn, along with other divisions, is responsible for the final result of the activity of the main office.

Analysis of the work of the rear services shows that over the past period it was possible to basically solve the tasks set. Particular attention is paid to preventing a decrease in the level of logistic and technical support of subdivisions of internal affairs bodies. In this regard, unified criteria for assessing the units of the internal affairs bodies will be developed for a more substantive comparison of the effectiveness of their rear activities.

If you take, for example, the last few years, can you tell us what has been done by the rear services?

During this period, we have done a significant amount of work. In order to improve the conditions for the accommodation of personnel in the period from 2013 to the present, overhaul of buildings and premises of 113 divisions of the Main Directorate, including 73 buildings of departments of the Ministry of Internal Affairs of Russia in districts of Moscow, 16 buildings and premises of divisions of the administration of the Main Directorate, 6 objects of UGIBDD , 11 - CCS, 2 each - IVS and special detention centers. In addition, 166 precinct police stations and reception rooms have been repaired, 111 are under renovation. For the coming period, repair work has been organized in 15 more buildings of regional departments.

Also, during this period, 3 new construction objects were put into operation (Center for Operational Management of Public Security, Moscow Region of the Ministry of Internal Affairs of Russia, ATC for the TyNAO, TsKS ATC for the Southern Administrative District) and construction of new buildings of 7 divisions began (ATC for the HLW, OMVD of Russia for the Golyanovo districts , Khovrino, Rostokino, Khoroshevo-Mnevniki, Ochakovo-Matveevskoe, Kotlovka).

In order to strengthen the material and technical base of the central administration, 656 units of motor transport (motorcycles, minibuses and special buses for the delivery of detainees, patrol cars) were purchased and put into operation over the past period at the expense of targeted funds from the budget of the city of Moscow. Delivery, installation and adjustment of 1,678 video recorders for equipping patrol cars of the traffic police and 106 video recorders for equipping vehicles for taking exams for obtaining driving licenses has been carried out. About 3 thousand automated workstations and 60 mobile workstations have been delivered to the departments of the State Traffic Inspectorate. Currently, the issue of purchasing special robotic systems for the Engineering and Sapper Center is being resolved.

To improve the level of professional training of police officers, work was carried out on the arrangement of 20 sports grounds of the departments of the Ministry of Internal Affairs of Russia in the regions and 36 open-type hockey grounds.

Do you think all this increases the efficiency of work in the departments?

I think yes. This is what our activity is aimed at. Judge for yourself how much more pleasant it is for a police officer to work in a new clean office, to have all the necessary conditions for this, appropriate equipment and serve in cars that meet modern requirements.

It is impossible not to notice that every year the range of tasks facing the internal affairs bodies is becoming wider, and the tasks are more complicated. And in order to keep up with life, you need to constantly look at least a few years ahead, set yourself strategic goals. Maintaining the internal affairs bodies of the Russian Federation in a state in which they are able to protect the rights of the individual, the interests of society and the state from criminal encroachments is one of the most important tasks of the Ministry of Internal Affairs of Russia.

The ministry has set tasks for the rear services for the prompt technical re-equipment of all divisions of the internal affairs bodies, for the introduction of modern weapons and special equipment, automotive and special equipment, uniforms that meet the best world standards. Tell me, is the level of social protection of police officers at the present stage, in your opinion, worthy?

Today, the rear services are making every effort to create decent social conditions for service and a normal life for employees of the internal affairs bodies and their families. Answering questions about social security, I would like to note that today it is an extremely difficult and still unresolved issue to provide the personnel with housing. In my opinion, the problem of the housing issue of the employees of the Ministry of Internal Affairs of Russia should be solved approximately on the same principles that exist today in the Ministry of Defense. Over the past few years, more than 600 families of employees have been provided with office living space at the place of service, as well as one-time social payments for the purchase and construction of housing for 370 families. But this is clearly not enough. Due to the insufficient financing of the Ministry of Internal Affairs of Russia for these purposes, the waiting period for payments or social housing is a long period.

At the same time, in accordance with part 10 of Article 4 of the Federal Law of July 19, 2011 No. 247-FZ "On social guarantees for employees of the internal affairs bodies of the Russian Federation and amendments to certain legislative acts of the Russian Federation", additional benefits are provided in the form the preemptive right to receive payments to employees and citizens of the Russian Federation dismissed from service in the internal affairs bodies with the right to retire, who are registered as eligible for a lump sum payment and have three or more children living with them, or who have been awarded the title of Hero of the Russian Federation Federation, or veterans of hostilities on the territory of Afghanistan, or having one or more disabled children living with them, in front of employees and citizens of the Russian Federation who were dismissed from service in the internal affairs bodies with the right to retire, registered in the same year ...

Speaking about the achievements and successes of the rear services in the anniversary year, it should be noted that, first of all, this is the result of the work of more than one generation of people who have devoted themselves to serving in the internal affairs bodies at different stages in the history of the Russian State.

Indeed, Alexey Nikolaevich, tell us about the veterans of the service who made a significant contribution to the activities of the rear units?

Raisa Vladimirovna Bykovskaya, the leading analyst of the FKU “State Center for Chemistry and Surgery of the Main Directorate of the Ministry of Internal Affairs of Russia for the City of Moscow,” perhaps has the longest experience of work in the economic service of the central administration - 48 years. And she came to the Central Internal Affairs Directorate of Moscow for distribution after graduating with honors from the technical school of urban economic construction. Raisa Bykovskaya worked in the capital construction department for 19 years as an engineer for technical supervision of the construction of special buildings and structures: police departments, medical and labor dispensaries and temporary detention facilities. In her biography - the famous "Butyrka", where she was engaged in the reconstruction of the women's building, and on Shosseinaya street she participated in the construction of a women's health care center, which was then re-profiled into a women's isolation ward. Colleagues joked: "If something happens, I must provide myself with a camera overlooking the sunny side." Raisa Bykovskaya gave the next 23 years to the building maintenance service. In collaboration with colleagues, she designed and equipped the offices of the Moscow Criminal Investigation Department. Then, naturally, there were no computer programs, they drew on whatman paper and copied on tracing paper. She also put all her knowledge and experience into the design and construction of new buildings for the Duty Unit and the Public Security Police in the Petrovka complex, 38. For her personal contribution, Raisa Vladimirovna was awarded the honorary title of Honored Worker of the Housing and Communal Services of the Russian Federation. During this time, Raisa Vladimirovna raised two wonderful daughters, one of them serves in the internal affairs bodies, as a police major. And the 15-year-old granddaughter Elizaveta is engaged in equestrian sports and dreams of serving in the equestrian police.

Colonel of the internal service Sergei Gennadievich Saprykin is one of the most experienced leaders in the rear service of the central administration, in 35 years he has gone from a senior weapons technician to the head of a department. Sergei Saprykin took part in five business trips to the North Caucasus region, took part in hostilities. In 1993 he was awarded the Medal of Courage for his courage and bravery in performing his official duty.

And the first recipient of the award in the rear service was the deputy head of the weapons department, police major (now a pensioner of the Ministry of Internal Affairs) Mikhail Andreevich Vasiliev. He received the Order of Courage for participating in a special operation in the North Caucasus region.

July 30, 2018 marks the 100th anniversary of the establishment of the economic service of the Ministry of Internal Affairs of Russia. If you recall the history, then this service was created by the decision of the Petrograd Soviet in 1918. Initially, the unit was responsible for weapons, uniforms, automobiles and food supplies for police officers. The economic service is not involved in solving crimes, but takes part in the protection of public order on an equal basis with other employees during city mass events, and also takes tests in fire and physical training. The rear services provide the police services with everything necessary for operational and service activities: this is the provision of equipped offices, and the provision of vehicles, weapons and uniforms. In the rear service, not only certified employees work, but also civilian employees. Their work is important and necessary in the system of internal affairs bodies.

In the Beloyarsk District Department of Internal Affairs, the service was provided with uniforms, weapons, a veteran of the Great Patriotic War, Pyotr Yakovlevich Filippov, a home front worker Nikolai Aleksandrovich Mikhailov, Mikhail Ivanovich Zhelonkin, Nikolai Konstantinovich Pogozhev, Alexander Nikolayevich Zverev, Sergei Ivanovich Petrov, and Oleg Yurievich Lobanov.

In the OVD of the city of Zarechny, since 1993, the rear unit was headed by police major Zhezhera Viktor Petrovich, during the same period Grigory Golub and Alexander Medvedev worked with him. Further, the department was headed by police major Aleksandr Pavlovich Datsuk, later - police major Aleksey Konstantinovich Kotlyarchuk, and from 2004 to 2014 for 10 years the rear service was headed by lieutenant colonel of the internal service Vyacheslav Mikhailovich Chernov, Ruslan Nailievich Khaziev worked with him. After Chernov's seniority retirement, for a short time, senior lieutenant of the internal service Egorchenkov Evgeny Valerievich was the head of the rear division.

Currently, the head of the logistic service is the captain of the internal service, Aleksey Aleksandrovich Kuchinsky. Under his leadership, the department is served by employees - senior lieutenant of the internal service Yevgeny Sayfutdinov, weapons specialist; warrant officer of the internal service Elena Zheltysheva, foreman; Senior Lieutenant of the Internal Service Alexander Krasnikov, Senior Information Technology Engineer; senior lieutenant of the internal service Olesya Gladilova, engineer.

The veterans of the rear division remember the dashing 90s, when there were difficulties in the internal affairs bodies with the provision of clothing and monetary allowances for police officers. Now the veterans of the service are retired for seniority, but continue to work in a civilian specialty. No matter how difficult the years of service were, they fondly remember the everyday life of the police, about their colleagues with whom they had to serve.

The rear police unit was supplemented with new positions, which were not previously available. But no matter what division a police officer serves, he must always know and remember his veterans, who, not sparing their lives and health, honestly and conscientiously stood guard over the Law.

For a long time, the rear has been the main and main power of the armed forces of any state. Day of the rear of the armed forces of the Russian Federation

Many years ago, the rear became a separate and independent unit of the armed forces of the state. Every year, celebrating the anniversary of that very day on August 1, the people congratulate the rear officials. For the normal performance of combat missions, the army must be provided with everything necessary in time, from provisions to uniforms and paramilitary reinforcements.

The military personnel belonging to this structure, clearly and harmoniously fulfill their task, ensure the efficiency of the troops, to some extent even are responsible for the lives of people. That is why on the Day of Rear Services (August 1), the military of this unit receive sincere congratulations from the whole people and are awarded the highest awards of the government.

Rear services in tsarist Russia

The history of the holiday has a century-old history, which began during the reign of Peter the Great. When the First Regular Russian Army was created, the tsar issued the "Provision Order" dated August 1, 1700. He became the progenitor of the creation of the rear service. So to this day, the Day of the Home Front is celebrated on August 1. In those days, the support body was responsible for the supply of bread, cereals, grain fodder to the army. On the same day, another "Special Order" was issued, according to which the Russian army was supplied with uniforms, weapons, salaries, carts and horses.

In 1711, by order of Peter I, all supply structures were included in the Russian army. The field office set up a commissariat in charge of all types of supplies. The experience gained during the Northern War was consolidated in the Military Regulations of 1716. Medical care was also provided in the army: there was a doctor in the highest ranks, a doctor and a staff doctor in a division, a doctor in each regiment, and a barber served the company.

The first leaders of the rear divisions in Russia were such outstanding personalities as General Stepan Apraksin, state leader Sergei Yazykov and others.

Creation of the Main Directorate of Logistics in the USSR

Throughout history, the rear service has changed and reorganized many times. This continued during the formation of the power of the USSR, right up to the beginning of the Great Patriotic War. The lack of leadership in this structure has led to fragmentation of actions, disunity. For the conduct of war in the Soviet Union there was no well-coordinated structure for the work of the rear, all actions were carried out inconsistently. The moment was very important for the country. On the initiative of General Khrulev, a centralized logistics management system was created.

On the same significant day, that is, August 1 (now the Day of Rear Services) of 1941, Commander-in-Chief Stalin signed the Order "On the establishment of the main administration of rear services of the armed forces of the Red Army." The post of chief of the rear was introduced, the appointment to which was received by Andrei Khrulev. He was subordinate to the road administration, the military communications, the supply of fuels, sanitation and veterinary medicine. The well-coordinated work of all structures under centralized leadership made it possible to establish the necessary support for the army to conduct effective military operations.

Reforms in the structure of the rear

After the victory in the Great Patriotic War, the country underwent further development of organizational structures, technical equipment of the armed forces, improvement of military equipment and, in general, the rear troops. During the formation of the Federation in 1992, there were also changes in the structure of the rear. During the 2008 reforms, transformations began. We have formed a unified system of material and technical support. It is built on a vertical basis - from the military echelon to the central office. The end result of the reform is the unification of logistic structures designed to provide the armed forces with material supplies, the organization of repairs, the operation of all technical means, military equipment, as well as transport and communications. The sphere of logistics is also provided with veterinary and sanitary control of food, as well as fire protection.

In 2009, on July 29, the President of the Russian Federation signed a decree “On the celebration of the 300th anniversary of the rear”. The memorable date was set on August 1. Thousands of employees of this structure now receive congratulations on the Day of the Home Front. The government always recognizes their services to the Fatherland, awards the best employees.

There is no victory without a rear

The modern logistic service is proud of its three hundred year history. The favorite phrase of the logisticians "There is no victory without the rear" is often heard both in everyday service and on a holiday at special events. Every military man, be it a pilot, infantryman or sailor, is ready to confirm the veracity of this phrase. The entire service in the army completely depends on the quality of MTA, because this is the main foundation of the armed forces. Fire safety and heating of buildings, storage of ammunition and the condition of the vehicle fleet, provision of uniforms and provisions - these are just some of the tasks that are assigned to this structure. More than a hundred thousand tons of ammunition is spent annually on training in the army, more than seven hundred thousand tons of food is spent on feeding the armed forces.

All this is monitored and answered by logistics specialists. It is worth saying that they get up before everyone else and go to bed not according to the regime. They are always on guard to continuously provide the army with everything it needs.

Home Front Day of the Ministry of Internal Affairs

Speaking about the logisticians, one cannot but recall that the Ministry of Internal Affairs also needs special material and technical support. This well-coordinated work is organized by a special structure of rear services. The workers receive their congratulations on the Day of the Interior Ministry on October 28. Operational and service activities must be constantly supported from within by a complete material and technical base. The structure's specialists are responsible for this. They organize the work of vehicles, are responsible for major repairs and construction of buildings, monitor the constant renewal of police uniforms and technical equipment required for work. Thanks to the efficient work of the logisticians of the bodies, they are able to provide an effective, continuous service aimed at combating crime and protecting citizens of the Russian Federation.
