Simple option
To create this costume, you practically don't have to sew. You will need:
- swimsuit;
- tights;

- fabric for the wings.
Measure the girl like this:
- Distance from the back of the leotard to the buttocks.
- From the back of the leotard to the wrist.
- From the center of the back to the hand.

- On a Whatman paper or two unfolded newspapers glued with tape, we apply a dotted line: from bottom to top - the distance from the neck to the buttocks. From the middle of the line that goes from bottom to top - to the right and to the left, draw a strip equal to the size from the center of the back to the hand.
- Now we connect the ends of all marks with a smooth line so that we get a kind of wings.
- Cut out, apply the resulting model to the fabric.
- We cut the fabric, process its edges.
- Now we take another fabric bright shades and cut out different sized circles to create a pattern. Use glasses and plates, so the circles will be even, circle them over the fabric, cut and sew to the wings as you see fit.
The wings need to be sewn to the swimsuit only with the center line. Sew rubber bands on the tips of the wings so that you can attach them to your wrists.
Second option

- Take a 60 x 120 cm sheet, fold it in half.
- From the top edge and along the fold line from the corner, measure 24 cm.

- Cut out the resulting piece, attach it to the fabric, folded in half, and outline five times, carefully cut each one.

Reduce the cellophane to fit the outline. This step is optional as it is quite difficult to do without damaging the cellophane. Practice first on separate pieces of cellophane. This step only applies to the edge of the center section of the enclosure.
- Dry the cellophane a little on each side of the wings with a hair dryer to warm it up slightly. This will cause it to shrink. But if you keep the heat source too close, the cellophane will deform, bubbles and tears will form, so be careful!
- An alternative is to cover the cellophane with a towel, and then walk over it with an iron (the degree of heating is minimal). Again, this can be tricky, and if you notice any damage to the cellophane, stop.

- Burn small holes or jagged edges with a long match or a soldering iron. Do not keep the flame or heat source in one place for too long, but the heat must be sufficient to give the cellophane a curious pattern or shape.
- If you don't want to do this but still want jagged edges, use fine scissors to create a small fringe, or use scissors with decorative blades to create an original edge.
